New deconfinement rules (updated July 22)

With the spread of the pandemic worsening on June 14, new rules came into force. Every week, the Council of Ministers reassesses the incidence rate in councils throughout mainland Portugal.
Rules for very high risk councils:
– Restriction of traffic on public roads from 23:00;
– Restaurants open until 22:30. With a limit on the number of people per table, a maximum of 4 people inside and 6 people outside;
– A digital certificate or negative test will be required inside the restaurant from 7pm on Fridays and Saturdays, and all day on Sundays and public holidays;
– Digital certificate or negative test required for access to tourist and local accommodation establishments;
– Mandatory teleworking;
– Cultural shows until 22:30;
– Weddings and christenings with 25% capacity;
– Food retailers open until 9pm during the week and until 7pm at weekends and on public holidays;
– Other businesses will be open until 9pm during the week and until 3:30pm on weekends and public holidays;
– Medium-risk sports are allowed without an audience;
– Outdoor physical activity is allowed for up to six people;
– Gyms cannot hold group classes;
– Outdoor events are allowed, but the capacity will be defined by the DGS;
– Citizen’s Bureaux will require an appointment for face-to-face service.

Rules for high-risk councils:
– Restriction of traffic on public roads from 23:00;
– Restaurants open until 22:30. With a limit on the number of people per table, a maximum of 6 people inside and 10 people outside;
– A digital certificate or negative test will be required inside the restaurant from 7pm on Fridays and Saturdays, and all day on Sundays and public holidays;
– Digital certificate or negative test required for access to tourist and local accommodation establishments;
– Mandatory teleworking;
– Cultural shows until 22:30;
– Weddings and baptisms at 50% capacity;
– Commerce may be open until 21:00;
– All types of sport are allowed, without an audience;
– Physical activity is allowed outdoors and in gyms;
– Outdoor events are allowed, but the capacity will be defined by the DGS;
– Citizen stores will require an appointment for face-to-face service.
The remaining municipalities are covered by the following rules:
– Teleworking is recommended for activities that allow it;
– Digital certificate or negative test required for access to tourist establishments and local accommodation;
– Restaurants, cafés and pastry shops with a limit of 6 people inside and 10 on terraces, with opening hours until 1am, but will be admitted until midnight;
– Trade governed by the hours of the respective funding;
– Public transport with two-thirds capacity or full capacity if the transport operates exclusively with seating;
– Cultural shows allowed until midnight;
– Concert halls with 50% capacity;
– Outdoor events are allowed, but the capacity will be defined by the DGS;
– Training levels and amateur sports with marked seats and access rules defined by the DGS;
– Sports venues with 33% capacity;
– Outside the venues, rules will be defined by the DGS.
Regarding the route of the Caminho do Centenário and the Rota da Carmelita, as of July 22 there are municipalities with these restrictions, divided into three levels of very high risk, high risk and municipalities on alert:

Very high risk:
– Albergaria-a-Velha
– Vila Nova de Gaia
High risk:
– Águeda
– Anadia
– Coimbra
– Leiria
– Portugal
– Santa Maria da Feira
– São João da Madeira
Counties on alert:
– Mealhada
– Oliveira de Azeméis
– Pombal
